Vukovar-Srijem County, one of 20 counties in the Republic of Croatia, was founded in 1992, following Croatia’s independence, with Vukovar as its main administrative center. The county is situated at the very north-east of Croatia, covering an area of 2448 square kilometers between rivers Danube and Sava. It includes the eastern parts of Slavonia and western parts of Srijem regions; but also the lower Sava river basin (Posavina). Within autonomous framework, the County's central administrative structure oversees policy issues in education, health, spatial and urban planning, economic development, traffic, infrastructure, planning and development, and manages a network of educational, healthcare, social and cultural institutions. The leader of a county is a župan (sometimes translated as "prefect"), who has one or two deputies each called a dožupan. According to the 2001 census, the County's population is 204.768, or 4.6 % of Croatias's total population. The average density of VSC's population is 84 inhabitants per km², slightly above the Croatian average of 78 per km². The Vukovar-Srijem County incorporates 84 residential areas, 5 of which are cities (Vukovar, Ilok, Vinkovci, Županja i Otok) and 26 townships. Large villages with over 1000 residents are a characteristic of this region.
